File a Complaint with Google Against Bait and Switch Websites

Per this link, Google suggests doing the following:

Reporting a sponsored link

If the site in question appeared as a sponsored link on the Google search results page, please report the site at https://adwords.google.com/support/bin/request.py?display=form&contact_type=tiaff. Search results display on the left side of our results page; sponsored links appear on the right and in the colored box at the top.

Regardless of where this site appeared, you can take action by alerting the Federal Trade Commission (FTC), which handles complaints about deceptive or unfair business practices.
